He's NOT dead.
Definitely dead. Jack cried for heaven's sake. The only other times he did that were when Teri died, and when Jack had to cut off Chase's hand. Jack tears = conclusion.
They didn't silence the counter! They wouldn't silence the counter for EDGAR and not for TONY.
